DHAKA, Dec 9, 2025 (BSS) - The electronic Government Procurement (e-GP) system of the Bangladesh Public Procurement Authority (BPPA) has experienced a year of remarkable increase in tender volume, registrations of tenderers and procuring entities, and the estimated cost of tenders.
Introduced in 2011, the e-GP is a centralized digital platform designed to modernize and streamline public procurement in Bangladesh. Since its inception, the system has grown exponentially, driven by its user-friendly interface, speed, and robust security features.
Procuring entities and tenderers - the system's primary users - have strongly embraced the shift to digital procurement owing to its convenience and efficiency.
As of 30 November 2025, the number of tenders invited through the platform surpassed 10 lakh, amounting to a cumulative value of Tk 10 lakh 29 thousand 993 crore. In comparison, by November 2024, the total number of tenders invited since 2011 stood at 8 lakh 77 thousand, with a cumulative value of Tk 9 lakh 22 thousand 663 crore, said a press release.
Notably, November 2025 set a historic monthly record, with 20,000 tenders invited through the platform-the highest in a single month since the establishment of the e-GP system.
According to sources close to e-GP operations, this substantial jump in tender invitations is closely linked to the enforcement of the Public Procurement Rules (PPR), 2025, which came into effect on 28 September 2025. The new rules make the use of e-GP mandatory across all public procurement, thereby accelerating platform activity.
"Now 200 to 300 applications for registration are pouring in at BPPA every day, whereas earlier the daily average was only 60 to 70," said a BPPA source.
Comparative data further shows that the number of tenderers registered with e-GP rose to 1,43,374 by November 2025, up from 1,20,777 in November 2024.
"Never before have we seen an increase of 23,000 tenderer registrations in a single year since the system began in 2011," a knowledgeable official noted.
The number of Procuring Agencies (PAs) registered on e-GP increased from 1,474 in November 2024 to 1,499 in November 2025. Similarly, Procuring Entities (PEs) rose from 12,602 to 14,175 over the same period.
BPPA Chief Executive Officer (Secretary) S. M. Moin Uddin Ahmed described the enactment of the PPR, 2025, aligned with the amended Public Procurement Act, 2006, as a milestone in the country's public procurement reforms.
"We hope the PPR, 2025 will streamline public procurement, which accounts for expenditures equivalent to 30 billion US dollars each year. Transparency, accountability, and efficiency are expected to be significantly enhanced," he said.
