Notification on reformed quota system issued following apex court verdict: Anisul

DHAKA, July 23, 2024 (BSS) – Law, Justice and Parliamentary Affairs Minister Anisul Huq today said in line with the verdict of the Appellate Division of the Supreme Court (SC), the government has issued a gazette notification amending the existing quota system in public service.

He said this while speaking at a press briefing at his Gulshan official residence here.

Public Administration Minister Farhad Hossain and Education Minister Muhibul Hassan Chowdhury and State Minister for Information and Broadcasting Mohammad Ali Arafat also spoke.

Anisul Huq said the new quota system will be followed while recruiting employees directly in all government, semi-government, autonomous and semi-autonomous institutions, statutory bodies and different corporations.

He said the government has fixed that 93 percent posts of the total jobs will be filled up from merit list while five percent quota has been kept for the children of Valiant Freedom Fighters, martyred Freedom Fighters and Biranganas, one percent for ethnic minorities and one percent for the people with disabilities and third gender.

If eligible candidates are not found from the quotas, the vacant posts will be filled up from merit list, he added.  

The law minister said the gazette notification of the Public Administration Ministry issued on October 4, 2018 has been repelled. The notification will come into immediate effect, he added.

The demands of the quota protestors have been met, he said, adding the government will look after the treatment of the students who were injured during their quota movement.

He said there was another demand of the quota protestors that cases lodged against the students involved in the movement should be withdrawn.

The government will consider the matter if the protestors submit the list of the students, who have been sued, to it, he said.

Anisul Huq said the government is committed to ensuring education atmosphere on campuses and security of the students.

A one-member judicial probe-body has already been formed to investigate the violent incidents that took place during the quota movement and it has already started work to this end, he said.

When the situation will come to normalcy, the committee will visit the spots, he said.

Replying to a question, the law minister said the notification will be followed in all government recruitments.

Education Minister Muhibul Hassan Chowdhury said acts of sabotage were carried out by using misinformation, rumours and distorted information and cashing emotion and excitement of people.

After changing the present scenario, those who were involved in the violent activities will be identified, he added.
