HC summons home secretary for explanation over security guideline

DHAKA, March 6, 2025 (BSS) - The High Court (HC) today summoned senior secretary Nasimul Ghani of Ministry of Home Affairs for giving his explanation over "Security Guideline for Providing Special Security to Important or Prominent Individuals-2025".


A HC division bench of Justice Fatema Najib and Justice Sikder Mahmudur Razi passed the order, asking the home secretary to appear before it on March 18.


The court came up with the order as lawyer Mohammad Shishir Manir brought the matter to court's attention, saying the guideline is contrary to the Warrant of Precedence.


The lawyer argued that the order of ranks of the chief justice, judges of Appellate Division and High Court Division of the Supreme Court have been disrupted in the guideline issued on March 2 and the matter is highly humiliating. The court after that heard the arguments of senior advocates Manzil Murshid and Shamsuddin Babu in this connection and summoned the home secretary to give his explanation.


The court also stayed the efficacy of the guideline for three months and issued a rule, asking the authorities concerned to explain as to why it shall not declare the guideline illegal.


"The court also asked to ensure the security of the chief justice, judges of Appellate Division and High Court Division of the Supreme Court, attorney general, additional attorney generals, district and sessions judges, chief judicial and chief metropolitan magistrates appropriately," Advocate Manir said.
