NCP limits two top posts to two terms, finalises draft constitution

DHAKA, June 20, 2025 (BSS) – The National Citizen Party has approved its  draft constitution outlining its organisational structure, including provisions for direct elections to top leadership and the formation of two key party bodies, a  ‘Political Council’ and a ‘National Council’. 

“Both the president and the general secretary of the central committee will be elected directly by council representatives from across the country. No individual will be allowed to serve in either position for more than two terms in their lifetime,” NCP Member Secretary Akhtar Hossain told a press conference today at the party's temporary office at Banglamotor.   

The party has also decided to submit an application to the Election Commission on Sunday for its official registration at its sixth general meeting held on Friday.

The meeting, attended by senior party leaders and council members, approved a total of eight decisions relating to the party’s constitution including the formation of a ‘Political Council’, to which the president and general secretary will remain accountable.

Akhter said, “The president and general secretary will remain accountable to the political council which will consist of 11 to 15 members, with at least three women. Eleven of the members will be elected through the National Council, while two will be nominated by the president and general secretary. The top two leaders will also be ex-officio members of the council.”

A ‘National Council’ will be constituted, tasked with electing the Political Council and the top leadership, as well as making key decisions during emergencies, he said, adding, “The council will comprise representatives from the central committee, executive bodies of affiliated organizations, five representatives from each of the district-level committees and two representatives from each of the upazila-level committees.”

Akter said that the NCP would have a central committee comprising the president, vice-president, general secretary, joint-general secretary, divisional organising secretary, necessary number of general members and, in some cases, district unit presidents.

“The term of the central committee would be three years, with the next council to be held within the final ninety days of the term,” Akhter said.

For all communication regarding the registration process, the party has assigned party Chief Coordinator Nasir Uddin Patwari, Joint Convener Khaled Saifullah, and Joint Member Secretary Zahirul Islam Musa.
