DHAKA, August 25, 2026 (BSS) - Nagad, the digital financial service of the Bangladesh Postal Department, has signed a Memorandum of Understanding (MoU) with the Office of the Registrar General, Birth and Death Registration (BDRIS) to allow teenagers and students to open accounts using their birth certificates.

The agreement was signed today in the conference room of the Office of the Registrar General, Birth and Death Registration—the administrator of Nagad, Md. Motasem Billah and BDRIS Registrar General (Additional Charge) Dr. Abu Nasr Mohammad Abdullah gave the seal of approval on behalf of their respective organizations, said a press release.

Nagad typically verifies customer identities using National Identity Cards (NIDs). Since students under 18 do not possess NIDs, this agreement allows them to use their birth certificates to open accounts. 

As per central bank guidelines, individuals aged 14 to 18 receiving government stipends or financial allowances are mandated to use birth registration certificates to open digital financial accounts.

Through this partnership, Nagad is directly connected with the central government birth registration database, which will enable it to offer instant, paperless, and automated identity checks without requiring physical verification.

Highlighting the significance of the agreement, Nagad Administrator Md. Motasem Billah said, “This MoU with BDRIS eliminates account opening complexities for students under 18 who lack NID cards. However, the students’ accounts will remain linked to their parents or guardians, allowing them to monitor where their children are spending money.”

Nagad Administrator Md. Motasem Billah also said that direct integration with the government’s birth registration database will now enable student information to be verified quickly without the hassle of paperwork, making it easier for them to receive their stipend payments.

Commenting on the initiative, BDRIS Registrar General (Additional Charge) Dr. Abu Nasr Mohammad Abdullah stated, “This agreement with Nagad marks a major step toward making our birth registration services more effective and citizen-friendly. Automated birth certificate verification will ensure quick identity confirmation, helping maintain full transparency and security in disbursing government stipends.”

BDRIS was represented by its Deputy Registrar General Md. Luthfur Rahman, Assistant Registrar General Samiul Islam Rahad, and Programmer Fahmida Shireen.

Nagad’s delegation included Associate Administrator Chayan Biswas, Chief Corporate Affairs Officer Md. Samsul Islam, Corporate Affairs Expert and Bangladesh Secretariat Reporters Forum (BSRF) President Masudul Haque, and Head of Media and Communications Muhammad Zahidul Islam.
