
SANGSAD BHABAN, April 29, 2026 (BSS) - Land Minister Md. Mizanur Rahman Minu today told Jatiya Sangsad that the government has undertaken a series of comprehensive measures to transform land offices across the country into corruption-free, transparent, and people-friendly service centres.
“To ensure people-friendly and harassment-free land services, the Ministry of Land has made e-mutation (online land ownership transfer) mandatory to prevent the interference of middlemen,” he said.
The Minister said this while responding to a starred tabled question from opposition lawmaker Md. Afzal Hossain (Kushtia-4).
The minister said the Ministry of Land is implementing wide-ranging reforms aimed at ensuring hassle-free services and eliminating irregularities through digitalization and strict monitoring.
“Applicants are now required to apply online, and they receive SMS notifications at every stage—from notice issuance to hearing and approval—so that no one can exploit the process illegally,” he said.
Highlighting financial transparency, he said that online land development tax payment has been introduced to stop cash transactions at union land offices. “Citizens can now pay taxes directly to the government treasury using NID through mobile financial services and online banking.”
The minister also stressed accountability measures, saying that strict instructions have been issued to ensure regular attendance of field officials, while district commissioners and upazila nirbahi officers conduct surprise inspections.
He added that immediate departmental actions, including show-cause notices, are taken against officials found involved in negligence, irregularities, or corruption.
Referring to grievance redress, he said that a dedicated land service hotline (16122) operates 24/7, allowing citizens to report bribery or harassment directly while the allegations are monitored centrally by the ministry.
He further noted that Land Service Facilitating Centres (LSFC) have been introduced nationwide to provide services at fixed fees and curb the influence of brokers.
On modernization, the minister said that digital surveys using drones are being piloted to create accurate maps and prevent forgery, which will significantly reduce human errors in land records.”
Such surveys will be expanded nationwide, he added.
Minu added, “Citizens can now access land records and obtain certified copies (e-porcha) from the land portal by paying fees online, reducing extra costs and middlemen interference.”
Besides, a dedicated land app has been launched to provide information and enable verification of digital records using QR codes.
The minister said an online grievance redress system has also been introduced, while more software systems—including land acquisition and lease management—are under development to further strengthen transparency and efficiency.
