Governance Performance Monitoring System framework approved

DHAKA, Aug 14, 2025 (BSS) - The council of advisers today approved the Governance Performance Monitoring System (GPMS) framework in light of the reform activities of the interim government.

The approval came at the 38th meeting of the council with Chief Adviser Professor Muhammad Yunus in the chair.

The proposed ‘Governance Performance Monitoring System (GPMS)’ framework has been approved for the purpose of performance management of the government offices, a Cabinet Division press release said. 

The main features of the framework are that each ministry/division will formulate a three-year plan and set targets for each financial year and implement it, where both output achievement and quality criteria will be considered. 

Ministry/division-based planning expert teams will review, evaluate and recommend necessary amendments. A separate expert team (Third Party), formed by Cabinet Division, comprising retired and serving government and private sector officials will evaluate the strategic issue reports of each ministry/division.

The progress in implementation of the recommendations of the reform commissions were discussed in today’s meeting of the council. 

The council also approved the ‘Reintegration Policy for Returned Migrant Workers, 2025’. 

The strategic objectives of this policy are to create opportunities for employment by recognising the acquired knowledge and skills of the returned migrant workers; to create opportunities for entrepreneurship by providing technical advice or training according to the needs of interested returnees; to provide healthcare and social assistance to the returned migrant workers and their family members; and to provide support and protection to abused, harassed, and vulnerable returned migrant workers.
