Almost all basic needs come from land: Land Secy

DHAKA, Sept 21, 2025 (BSS) - Senior Secretary of the Land Ministry ASM Saleh Ahmed today said that land is the source of almost all basic human needs and plays a central role in ensuring sustainable development.

He made the remarks while inaugurating the '140th Survey and Settlement Training Course' for officers of BCS (Administration, Police, Forest, Railway) and Judicial Service at the meeting room of Karim Jute Mills Limited in Demra here.

"The Ministry of Land has transformed from a paper-based system to a digital one, with 100% of services now available online. However, service recipients are still adjusting to the digital method," he said, adding that over 1,000 land service centres have been set up to bridge this gap.

The secretary noted that land, although a natural resource, has seen evolving patterns of use with the progress of civilization and science. 

Accordingly, reforms in land management practices are ongoing, he added.

He emphasized that trainees will learn not only land laws but also modern tools such as drones for digital land surveys.

Digital survey is currently underway in 32 upazilas of five districts on a pilot basis, he said.

Saleh Ahmed said the training, involving five different services, aims to foster coordination and cooperation among state officials. 

He also announced plans to make the course mandatory for administration cadres and shared that groundwork is being laid for establishing a dedicated Survey and Settlement Training Academy.

Director General of the Land Records and Survey Department Md. Saidur Rahman presided over the event. 

Course Director Md. Mominur Rashid delivered the welcome speech, while Director Md. Kamrul Arif also addressed the event.
