RAJSHAHI, Aug 25, 2026 (BSS) - State Minister for Primary and Mass Education Bobby Hajjaj today said a results-based monitoring system will be introduced in primary education to assess the actual performance of schools instead of relying solely on reports and paperwork.

Under the new system, teacher attendance, student attendance, learning progress and the effectiveness of school activities will be directly verified, he said.

"Not good reports on paper, but the actual learning outcomes of students will be the main criterion for success in primary education," the state minister said.

He was speaking as the chief guest at a day-long training workshop titled "Conducting Classroom Activities, Monitoring, Accountability and Reform of Administrative Structure in Primary Education of Bangladesh" at the Rajshahi PTI Auditorium.

Bobby Hajjaj said the government is implementing a nationwide action plan to bring positive and effective changes to the primary education system. As part of the initiative, a series of workshops are being organised with officials of the primary education sector in all eight divisions.

Workshops have already been held in Mymensingh, Barishal, Sylhet and Rajshahi divisions, while similar programmes will be organised in Khulna, Rangpur, Chattogram and Dhaka divisions in phases, he said.

The state minister said the workshops aim to inform field-level officials about ongoing and planned reforms while incorporating their long-standing experience and practical recommendations into the reform process.

He said initiatives are being taken in different areas of primary education, including school monitoring, teacher and administrative management, curriculum reform, use of technology, classroom and school infrastructure, sanitation, classroom environment and furniture.

He added that the government plans to bring all types of primary schools, not only government schools, under an effective monitoring system. In this regard, priority will be given to the actual condition of schools, teacher and student attendance and students' learning outcomes rather than paper-based reports.

Bobby Hajjaj said field-level officials' experience and recommendations would serve as an important basis for reform initiatives.

He called upon officials and employees of the primary education sector to play an effective role in implementing the next 180-day programme and the government's five-year commitments alongside the first 180-day action plan.

"Our goal is that every child will stay in school and every student will get the right education. 'No Child Out of School and Every Child Gets the Right Education' -- we are working towards this goal," he said.

He further said active participation of field-level officials and employees is essential to implement the reforms being undertaken in primary education under the leadership and guidance of the Prime Minister.

Their experience, recommendations and responsible roles will help build a modern, accountable and results-based primary education system, he added.

The workshop was presided over by Rajshahi Divisional Commissioner Md Yusuf Ali.

Advocate Shafiqul Haque Milon, MP; Deputy Commissioner Kazi Shahidul Islam; and Director of the Directorate of Primary Education Mohammad Shahidul Islam attended the event as special guests.

Among others, the Divisional Deputy Director of Primary Education, district primary education officers of all districts in Rajshahi division, upazila primary education officers and concerned officials were present.

A press briefing was held at the same venue following the workshop, where State Minister Bobby Hajjaj answered various questions from journalists.
