Moin Uddin Ahmed new CEO of BPPA

DHAKA, July 1, 2025 (BSS) - S. M. Moin Uddin Ahmed, Additional Secretary to the Government, joined as the Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA) on Sunday.

Before his present position, he worked as Additional Secretary to the Energy and Mineral Resources Division; Joint Secretary to the Ministry of Public Administration; General Manager, Bangladesh Forest Industries Development Corporation; Deputy Secretary to the Technical and Madrasa Education Division, Ministry of Education; and Secretary to the Land Appeal Board, said a press release.

He worked on lien as Program Executive and Coordinator for the Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS) of the Finance Division for two years.

He was deputed as Additional Program Director (Deputy Secretary) to the Public Expenditure Management Strengthening Program (PEMSP) of the Finance Division under the Ministry of Finance from 4th June 2017 to 13th October 2019.

S. M. Moin Uddin Ahmed worked in the Finance Division as Senior Assistant Secretary from November 2007 to October 2012.

In the field of Public Financial Management (PFM) reforms, he has worked to strengthen the PFM system in Bangladesh. During this time, he contributed to the implementation of iBAS++ in all pay points.

He played a key role in the formulation and implementation of the new Budget and Accounting Classification System (BACS). He also worked to implement iBAS++ in all SAEs, CGDF, the Railways, and the Postal Department.
