KHULNA, July 14, 2025 (BSS) - Khulna Income Tax Zone has collected Taka 3,990.08 crore from 11,11,991 taxpayers in the 2024-25 fiscal year, up by Taka 423.35 crore from the previous fiscal year.

The Khulna Tax Zone had set a collection target of Taka 5,510 crore from 22 circles for the 2024-25 fiscal year.

Earlier, the zone collected Taka 3,566.73 crore in income tax in the 2023-24 fiscal from 9,92,552 taxpayers, against the collection target of Taka 5,000 crore, Deputy Commissioner of Khulna Tax Zone Delowara Jahan told BSS on Monday.

"The current growth rate is significant. To expand the tax network, various motivational campaigns for the taxpayers have been introduced," she added.

"We set a target of Taka 5,510 crore for 2024-25 but collected Taka 3,990.08 crore, marking a 3.74 percent growth," she said.

She also noted a significant increase in the number of taxpayers between fiscal 2023-24 and 2024-25, attributing it to the multifaceted efforts of the tax authorities.

In 2024-25, a total of 4,09,944 returns were submitted-20,245 more than in the previous fiscal year.

"The income tax collection in the fiscal 2024-25 may slightly increase, and we expect it would increase over Taka 4,000 crore as the final assessment would take some more time due to the Integrated Budget and Accounting System (IBAS) entry.

Replying to a question about why the target could not be reached, the deputy commissioner replied that it was not justified to set a big target like Taka 5,000cr or onwards.

Slamming the previous continuous collection target, she said, due to manifold problems like previous political unrest, ongoing global conflicts, including Russia-Ukraine, etc, it was not practical to fix such an income tax collection target during the previous regime.

Talking to BSS, some income tax experts, including tax lawyers, said there is an urgent need to amend the existing rules to bar TIN-holders who don't regularly pay taxes, from taking certificates.

In the present survey, significant numbers of non-taxpaying TIN-holders are being spotted. The odd situation is seen as detrimental to the efforts of making the tax collection process more vibrant, the Experts added.

Earlier, the National Board of Revenue (NBR) had taken many efforts, including 'Tax Fair', to increase income tax from the taxpayers, where the officials tried to collect tax through spot assessment, they said, adding this effort also could have reached the collection target.

Income Tax officials said earlier, the NBR honored 77 highest and long-term taxpayers under the Khulna Income Tax zone in 5 categories.

Delowara Jahan added that the NBR has yet to decide whether to hold a reception for the highest taxpayers in the Khulna zone. She noted that income tax collection has been increasing steadily thanks to simplified procedures like e-TIN registration and improved relations between tax officials and taxpayers.

"The growth rate is significant for the area that comprises the districts of Jashore, Khulna, Magura, Satkhira, Bagerhat and Jhenidah, where there are established big industries including jute mills, shrimp factories and brick kilns," she added.
