Trump administration insists Ukraine proposal is US plan

WASHINGTON, Nov 23, 2025 (BSS/AFP) - The State Department insisted Saturday that the 28-point plan for ending the Ukraine conflict was not a "wish list" drafted by the Kremlin, denying accusations made by a group of US senators.

The lawmakers said earlier Saturday that they were called by Secretary of State Marco Rubio and told President Donald Trump was pushing a "Russian wish list."

"This is blatantly false," State Department spokesman Tommy Pigott posted on X. "As Secretary Rubio and the entire Administration has consistently maintained, this plan was authored by the United States, with input from both the Russians and Ukrainians."
