BB tightens rules on payment data submission following delays

DHAKA, Nov 20, 2025 (BSS) - Bangladesh Bank (BB) has issued a stern directive addressing widespread delays and inaccuracies in the submission of National Payment Data. 

The central issued a warning for Scheduled Banks, Payment Service Providers (PSPs), Mobile Financial Services (MFS), and the Digital Financial Service ‘Nagad’ of the Postal Department that non-compliance could lead to significant legal penalties, including fines and criminal proceedings.

BB emphasized the critical importance of National Payment Data noting that this information reflects the real picture of formal transactions within the country’s economy, said a BB circular issued today. 

This data is crucial for gaining an understanding of the overall transactions of the national economy. Furthermore, its importance is immense for determining business strategies, expanding financial services, and managing risks within the payment system.

The National Payment Data has been published on the Bangladesh Bank website since July 2024.

Recently, the core objective of publishing the National Payment Data has been hindered. The Bangladesh Bank noted that certain institutions have been providing payment-related data either after the designated time or with errors. This has led to time wasted in verifying the accuracy of the submissions.

To resolve these issues, institutions have been explicitly directed to submit accurate payment-related data. According to the provided data definition, the correct and error-free payment-related data for each month must be submitted in a specific format (template).

The absolute deadline for this submission to the relevant division is the 10th day of the following month. This directive is issued under the authority granted by Section 18(4) of the Payment and Settlement Systems Act, 2024, and is effective immediately.

The Bangladesh Bank has reminded institutions of the serious legal consequences for non-compliance, particularly regarding the submission of false information. Providing false information is classified as a punishable offense by the court under Section 37(3) of the Payment and Settlement Systems Act, 2024.

For the same reason submitting false information, the Bangladesh Bank also possesses the authority to impose fines under Section 41 of the Payment and Settlement Systems Act, 2024.
