
SANGSAD BHABAN, April 02, 2026 (BSS) - Industries Minister Khandakar Abdul Muktadir has said the government has pinned on massive industrialization to address unemployment in the country.
“The government has taken extensive plans for industrialization under the Bangladesh Chemical Industries Corporation (BCIC) and Bangladesh Small and Cottage Industries Corporation (BSCIC) to create employment opportunities and accelerate development,” he said.
The minister said this today while replying to a starred question from ruling party lawmaker Sarwar Jamal Nizam (Chattogram-13) in the parliament.
Pointing out the government plan to establish industries on the unused government lands the minister said a Urea plant is planned to be set up at the vacant land of Ghorashal Polash Fertilizer Public Limited Company (GPFPLC), and a detailed techno-economic feasibility study is currently underway.
A new TSP fertilizer factory with an annual production capacity of 400,000 metric tons will be established inside the TSP Complex Limited (TSPCL), and the process of appointing an international consultant for conducting the detailed feasibility study is ongoing, he said.
The minister informed the House that a project titled Starch Factory and Active Pharmaceutical Ingredients (API) Complex has been undertaken at the premises of Khulna Newsprint Mills and Khulna Hardboard Mills, where feasibility study and Development Project Proposal (DPP) has been prepared.
Muktadir said initiatives have also been taken to establish a full-fledged paper mill along with forestry and several chemical plants at the premises of Karnaphuli Paper Mills (KPM), including soda ash, baking soda plant, sodium sulfate plant, activated bleaching earth plant, titanium dioxide plant, sulfuric acid and synthetic/polyester fiber plants. The feasibility study has been completed and DPP preparation is in progress.
The minister further said plans have been taken to establish chlor-alkali and chlorine-based basic chemical industries at Chittagong Chemical Complex, while a modern and energy-efficient insulator and sanitary ware plant will be set up at Bangladesh Insulator and Sanitaryware Factory.
He added that a Woven Polypropylene (WPP) bag manufacturing factory will be established at Ghorashal-Polash Fertilizer plant as a backward linkage industry, and a new urea fertilizer factory is planned in Bhola district, for which site selection and feasibility study are ongoing.
The minister also said a modern glass factory will be established on 197 acres of unused land adjacent to Ashuganj Fertilizer Factory, and the pre-feasibility study has already been completed.
Regarding BSCIC, the minister said the corporation does not directly establish industries but develops industrial estates and parks where entrepreneurs set up factories. Currently, there are 83 BSCIC industrial estates and parks across the country with 6,223 industrial units in operation.
He said new industrial estates and parks will be established based on availability of raw materials, proposals from entrepreneurs and feasibility studies using unused or fallow land through district administration to create employment and boost economic growth.
The minister expressed hope that the initiatives will play a significant role in reducing unemployment, expanding industrial production and strengthening the country’s economic development.
