DHAKA, May 24, 2025 (BSS) – Private airlines in Bangladesh today stressed on bringing reforms of the decades-old Civil Aviation Rules (CAR) 1984 on an urgent basis, urging the government to draft a modern aviation policy that includes mechanisms for voicing sectoral concerns and driving improvements.

The appeal came at a high-level stakeholders’ meeting titled “Policy Planning for the Development of the Private Airlines Sector”, at the Ministry of Civil Aviation and Tourism here. 

Adviser to the Ministry Sheikh Bashir Uddin chaired the session, with Secretary Nasreen Jahan and senior industry representatives in attendance.

The meeting brought together stakeholders from private airlines, regulatory agencies, and government institutions to openly discuss the challenges facing the sector including regulatory rigidity, high tariffs, limited customs facilitation, and lack of targeted policy support.

“Our responsibility is to listen to your concerns and update regulations accordingly,” said Adviser Bashir. 

“While we adhere to ICAO standards, we are a sovereign nation and must tailor our aviation policies to reflect our national needs. Regulation should ensure safety and order, but it must not obstruct functionality,” he added. 

He informed the private operators that a comprehensive review of all aviation-related charges is underway, with implementation planned in phases.

The adviser also congratulated NOVOAIR for successfully resuming its operations, calling it a positive sign for the sector’s resilience.

Secretary Jahan noted that a dedicated committee has already been formed to evaluate the obstacles facing the civil aviation sector. 

“We are committed to building a collaborative framework that reflects stakeholder input and drives sustainable growth,” she said.

US-Bangla Airlines Managing Director Md Abdullah Al Mamun, NOVOAIR  Managing Director Mofizur Rahman and Air Astra CEO Imran Asif, were present, among others. 

Representatives from the Civil Aviation Authority of Bangladesh (CAAB) and Biman Bangladesh Airlines also attended the meeting.
