Government forms pre-NICAR secretarial committee

DHAKA, Sept 01, 2025 (BSS) - The government has issued a notification forming the pre-NICAR (National Implementation Committee for Administrative Reforms) committee headed by the cabinet secretary to provide suggestions for constituting new ministry, city corporation, municipality, division, district and upazila and approval of manpower.

Other members of the committee, formed on Thursday, are - Secretary of the Public Security Division, Secretary to the Public Administration Ministry, Secretary to the Land Ministry, Secretary to the Finance Division, Secretary to the Local Government Division, Secretary to the Housing and Public Works Ministry and Secretary (coordination and reforms) of the Cabinet Division and secretaries concerned. 

Additional Secretary (coordination) to the Cabinet Division will act as the member-secretary of the committee.
 
The committee will provide suggestions considering the proposals of changing names and constituting new ministry, division, directorate, department and its reorganization. It will suggest the government to form new city corporation and municipality and reset its delimitation.

The committee will also give suggestions to set up new division, district, upazila and jurisdiction of different thanas and its head quarters and about land and infrastructural facilities. It will also suggest about minimum manpower for new offices at division, district and upazila levels. 

The committee will also provide suggestion for addition or deduction of areas of any division, district, upazila, Thana or union.

The committee can co-opt any member for its smooth functioning and the coordination wing of the cabinet division will provide secretarial services to the committee.
