DHAKA, June 8, 2026 (BSS) – State Minister for Land Barrister Mir Mohammad Helal Uddin today paid surprise visits to the Aminbazar and Ashulia Revenue Circle offices in Savar and uncovered a number of irregularities in service delivery, staff attendance and administrative management.

The state minister arrived at the offices in a private vehicle without any official flag, police protocol or government security escort.

During the inspection, he reviewed service activities, attendance records and overall administrative operations at the two revenue circles.

At the Aminbazar Assistant Commissioner (Land) Office, the state minister found that Assistant Commissioner (Land) Shahadat Hossain Khan was absent from the office at the scheduled reporting time and arrived about 15 to 20 minutes after his visit began.

The inspection also revealed that only two out of eight officials and a mutation assistant, were present at their workstations on time.

Several service seekers waiting outside the office told the state minister that they had repeatedly visited the land office over a prolonged period without receiving the required services. He expressed dissatisfaction over delays in service delivery after speaking with them.

Helal Uddin later reviewed CCTV footage to verify officials’ attendance and questioned the inadequate infrastructure and management of the information centre-cum-help desk.

While speaking with members of the record-keeping and data-entry team, he found that officials in the unit were present on time and carrying out their duties. He also inspected several record rooms.

Officials informed him that mutation services were being disrupted due to server-related problems. In response, the state minister directed authorities to issue show-cause notices to those responsible for server management.

He also instructed officials to operate the information centre with dedicated manpower and stressed the need to prioritise service quality and effectiveness over mere adherence to schedules.

Later, the state minister visited the Ashulia Revenue Circle Office at Palashbari in Savar, where he noticed unlicensed mutation-related activities and illegal shops operating near the office premises.

He immediately informed the concerned Assistant Commissioner (Land) and directed authorities to take necessary legal action against the illegal activities.

According to the state minister, the surprise inspections at both the Aminbazar and Ashulia revenue circles exposed multiple shortcomings and irregularities in service delivery, attendance discipline and administrative operations.
