NBR amends Baggage Rules to facilitate expatriates

DHAKA, July 2, 2025 (BSS) - The National Board of Revenue (NBR) has amended the existing Baggage Rules to make it more effective and passenger-friendly. 

The updated Baggage Rules for Non-Tourist Passengers, 2025, issued on June 2, 2025, came into effect from today, said a NBR press release.

After taking into consideration the feedback from various stakeholders and field offices, the NBR has introduced amendments through SRO No. 312-Law/2025/102/Customs dated 02/07/25, particularly increasing the benefits for Bangladeshi expatriates.

Key highlights of the updated rules are as follows:
Under the existing system, a passenger could bring one new mobile phone upon paying applicable duties. Under the revised system, a passenger can now bring one new mobile phone per calendar year without paying any duty. 

However, Bangladeshi expatriates holding a BMET card issued by the Bureau of Manpower, Employment and Training (BMET), and who have stayed abroad for at least 6 months, will now be allowed to bring two new mobile phones without any duty per year.

Under the new arrangements, passengers will be allowed to bring up to 100 grams of gold jewelry or 200 grams of silver ornaments per calendar year without paying any duty regardless of the number of trips made.

A passenger may bring one gold bar (weighing up to 10 tola) once per calendar year by paying a fixed duty of Taka 5,000 per tola.

All inbound travelers can now submit their baggage declaration forms online. However, to prevent misuse of baggage benefits, it has been made mandatory to submit the declaration before leaving the Customs Hall or Customs Area.

Except for the above-mentioned changes, all other existing facilities under the baggage rules will remain unchanged.
