RANGPUR, Oct 12, 2025 (BSS) - Renowned economist, former adviser to the caretaker government and BRAC Chairperson Dr Hossain Zillur Rahman has said Begum Rokeya University, Rangpur (BRUR) should undergo restructuring to become a quality institution at home and abroad.
"To develop the university as a quality institution, efforts to achieve excellence in education and research by using locally available innovative
materials in the ecosystem must be strengthened, considering the impact of climate change," he said.
Dr Rahman, also Executive Chairman of Power and Participation Research Centre (PPRC), said this while addressing a discussion arranged at BRUR in celebration of its 17th founding anniversary with colorful programs as the chief guest on Sunday.
Presided over by BRUR Vice-chancellor Professor Dr Md Showkat Ali, founding Vice-chancellor of BRUR Professor Dr M Lutfar Rahman addressed the event as the keynote discussant.

Dr Hossain Zillur Rahman said that BRUR could not achieve the desired progress in the first 15 years after its establishment due to misguided
leadership and guidelines.
"However, the institution is currently on the path of a new revival. Now there is a need for a joint initiative of the administration, alumni
association and social support platforms to build the university as a center of advanced knowledge," he said.
Stressing the need for teachers and students with an education-friendly mindset, he said that in addition to filling the infrastructural deficit, a
nature-friendly environment must be ensured.
He said that if given the right direction, BRUR will be able to establish itself as an advanced knowledge institution in the country in the future.
Professor Dr Rezaul Haq, now 92, recalled the nine-month movement he led till 2008 for implementation of the Rangpur University during the tenure of the caretaker government of Dr Fakhruddin Ahmed.
The university is now leading the socio-economic development of North Bengal through the knowledge, research and innovation of the new generation of students.
BRUR's founding Vice-chancellor Professor Dr M Lutfar Rahman said that the strength of a university lies in its students, teachers and research.
Knowledge-based economy and technology-based education are essential to meet the challenges of the 21st century.
"If we can create an environment of open mind, human values and creativity, then BRUR will truly become a center of knowledge and enlightenment," he said.
He advised BRUR and all universities in the country to launch a new 'Universal Human Values Department' to ensure that the achieved development can be sustained by restoring fading human values to individual, family,
society, nation and the world.
"In addition to strengthening efforts to ensure world-class quality education and research, BRUR authorities can apply to relevant international
authorities for global recognition of its unparalleled greenery on campus and increase international rankings," he said.
Vice-chancellor Professor Dr Md Shawkat Ali said that if all students and teachers of the university perform their duties with honesty, talent and
dedication, then very soon BRUR will be a leading higher education institution of international standard knowledge.
The celebrations began with the hoisting of the national flag and the university flag by the guests at 9:30 am amidst rendition of the national
anthem.
Later, balloons and pigeons were released, a colorful procession was taken out and the anniversary cake was cut on the campus.
Later, sports competitions were organized in the afternoon. A prayer and Milad Maehfil were organized at the Central Mosque after Asr followed by a pleasant cultural program was organized in the evening.
