ACC press charge-sheet against 3 over embezzlement of govt revenue

DHAKA, Dec 15, 2025 (BSS) - The ACC today submitted a charge sheet against three persons for embezzling government revenue worth about Taka 9.46 million through corruption in clearing of imported goods at Chattogram Custom House.

Assistant Director of the Public Relations Department of the Anti-Corruption Commission (ACC) Md. Tanzir Ahmed disclosed the information to the media during its regular briefing at the commission’s headquarters here.

The case was filed on September 12 in 2019 at the Chattogram-1 Integrated District Office under sections 409, 420, 467, 468, 471 and 109 of the Penal Code, and section 5(2) of the Prevention of Corruption Act, 1947.

According to the charge sheet, the accused persons are - Md Abul Hasnat Sohag, proprietor and importer of Sadman Enterprise, former principal appraiser of Chattogram Custom House Humayun Kabir and former appraiser Md Mujibur Rahman. Another accused of the case Mohammad Harun Shah, proprietor of MR Corporation were excluded from the charge sheet as he has already died before completion of the investigation into the case.

The investigation revealed that in 2010, while importing high-duty items such as watches, televisions, DVD players and cosmetics from China, the accused, in connivance with one another, cleared the consignment through false declarations despite the online import general manifest (IGM) being blocked based on confidential intelligence. They used the harmonized system (HS) codes of low-duty items instead of the actual goods for assessment and released the consignment without mandatory pre-shipment inspection (PSI).

Upon reassessment, it was found that the actual payable duty and taxes was worth about Taka 96,62,713.13, whereas only Taka 2,00,811.76 was paid. As a result, government revenue worth about Taka 94,61,901.37 was embezzled.

The ACC stated that the evidence of criminal breach of trust, fraud, forgery and creation and use of fake documents with dishonest intention to misappropriate public funds was found, prompting the submission of the charge sheet in court.
