UGC officers propose highest basic salary of Tk 1.5 lakh in new pay scale

DHAKA, Oct 30, 2025 (BSS) - The Bangladesh University Grants Commission (UGC) Officers’ Association has proposed setting the highest basic salary at Tk 150,000 and the lowest at Tk 30,000 in the new national pay scale for government employees.

The association also made 15 proposals to the Pay Commission, including an annual 10 percent salary increment, 100 percent pension benefit, and enhanced gratuity.

The proposals were presented today during a views-exchange meeting between the National Pay Commission and the UGC Officers’ Association held at the Bangladesh Secretariat.

UGC Officers’ Association President Md Omar Faruque, Vice President Md Abdul Mannan, General Secretary Dr Md Mohibul Ahsan, Organizing and Publicity Secretary Rabiul Islam, and Treasurer Morshed Ahmed attended the meeting.

The association proposed that house rent allowance be set at a minimum of 75 percent of basic salary in Dhaka City Corporation areas, 60 percent in other city corporations, and 50 percent in other areas.

They also proposed a monthly medical allowance of Tk 5,000 for employees and Tk 7,500 for retirees, along with a comprehensive health insurance scheme for all government officials.

For transportation facilities, the association proposed a monthly transport allowance of Tk 2,000 for employees in grades 11–20, and interest-free car loans and vehicle maintenance allowances for officials in grade 5 and above, similar to those in the Administration, Judicial Service, Election Commission, Legislative Division and state-owned banks.

They also proposed an education allowance of Tk 2,500 per child per month (maximum Tk 5,000 for two children) and the introduction of hospitality and domestic help allowances for officers in grade 9 and above.

In addition, the association proposed revising pension benefits from the existing 21–90 percent to 40–100 percent, increasing gratuity multipliers from 265/260/245/230 to 330/320/310/300, reducing recreation leave entitlement from three years to two, providing a Bengali New Year allowance equivalent to one month’s basic salary, and introducing ration benefits, one-time pension payments, and an increase in the tax-free income ceiling.
