BPPA plans to build green office building

DHAKA, Jan 18, 2026 (BSS) - The Bangladesh Public Procurement Authority (BPPA) plans to construct a multi-storey green office building in the administrative hub of the city's Agargaon area, in line with the Sustainable Public Procurement (SPP) Policy.

Green building is an approach to designing, constructing, and operating buildings in an environmentally responsible and resource-efficient manner throughout their entire life cycle.

With this objective in view, BPPA organised a pre-procurement conference on the proposed construction of the new BPPA Bhaban at its conference room on the Bangladesh Planning Commission campus today.

The Chief Executive Officer (CEO) of BPPA and its Secretary S M Moin Uddin Ahmed, presided over the conference while Director of BPPA Shah Eyamin-Ul Islam presented an overview of the plan to construct the new office building for it [BPPA], said a press release.

A total of 30 participants representing private-sector builders and developers, architects, civil and electro-mechanical engineers, as well as officials from the Public Works Department (PWD), Department of Architecture, House Building Research Institute (HBRI), Rajdhani Unnayan Kartripakkha (RAJUK), Department of Environment (DoE), Institute of Architects Bangladesh (IAB), Institution of Engineers Bangladesh (IEB), and the Real Estate and Housing Association of Bangladesh (REHAB) attended the conference. 

Chief Engineer of PWD Dr. Md Khalequezzaman Choudhury, Chief Architect of the Department of Architecture Md. Asifur Rahman Bhuiyan and Director General of HBRI Dr. Mohammad Giasuddin Haider, among others, were present in the conference. 

They gave suggestions on the proposed construction of the BPPA's green office building.

The event was the first of its kind held under the newly enacted Public Procurement Rules, 2025 (PPR, 2025). The PPR, 2025 provides for early market engagement or pre-procurement conferences to support the formulation of an appropriate procurement strategy at the outset of the procurement process.

In his address, the CEO said, "We have undertaken a feasibility study for the proposed construction of the building. Our focus will be on reducing the overall weight of the structure by using a lesser quantity of materials, 
thereby enhancing sustainability."

This was the reason that BPPA had engaged experts and practitioners through the pre-procurement conference to seek their professional opinions and suggestions, he added.

Participants underscored the need for a comprehensive framework for sustainable building construction. A representative of the Department of Environment suggested using the term "sustainable building" instead of "green building," noting that sustainability encompasses all dimensions of green construction.

Appreciating BPPA's initiative to construct a green office building, participants observed that the move would contribute significantly to the government's broader efforts to promote sustainable public procurement.
 
They also recommended that Bangladesh Public Procurement Authority will organise a separate conference focusing on building design, involving experts in electrical engineering too. They emphasized that incorporating sustainable 
features at the planning and design stage would be more effective.

The BPPA CEO concluded by stating that a working group would be formed to follow up on each stage of the construction of the sustainable office building.
