
DHAKA, Feb 02, 2026 (BSS) - The ACC today filed a case against a former managing director and incumbent chief engineer of the Dhaka Electric Supply Company Limited (DESCO) for causing a loss of Taka 748.3 million to the state by constructing a data center in violation of government directives.
The accused officials are former managing director of the DESCO Md. Kawsar Amir Ali and its incumbent Chief Engineer Shamim Ahsan Chowdhury.
Deputy Director -Public Relations Department of the Anti-Corruption Commission Md. Aktarul Islam disclosed the information to the journalists during a briefing at the ACC headquarters here.
The case has been filed under sections 409/109 of the Penal Code and section 5(2) of the Prevention of Corruption Act, 1947.
According to the case statement, the accused, in collusion with each other, abused their official authority while performing their duties and disobeyed orders of the Cabinet Division. Despite a government notification prohibiting ministries or departments from constructing their own data centers without prior approval, they proceeded with an initiative to build a separate data center for the DESCO.
ACC investigations revealed that a meeting held on December 17 in 2020, chaired by the Cabinet Secretary, decided that all government agencies’ data would be stored through Bangladesh Data Center Company Limited (BDCCL).
Subsequently, a gazette notification to this effect was issued by the Information and Communication Technology Division on January 24 in 2021. DESCO, however, did not comply with this directive. Instead, on April 27, 2021, DESCO floated an international tender worth approximately Taka 717.8 million to construct its own data center.
The ACC stated that due to the actions of the accused, the state suffered a total financial loss of Taka 74,83.11,592 which is criminal breach of trust and financial misconduct according to the law.
