3 issues decided to resolve NBR stalemate

DHAKA, June 27, 2025 (BSS) – Three issues were decided at the two-and-a-half-hour-long dialogue with revenue department top officials on Thursday evening, to resolve impasse caused by the ongoing movement under the banner of the NBR Reform Unity Council. 

Finance Adviser Dr. Salehuddin Ahmed presided over the meeting, which was held at the Ministry of Finance at the secretariat in the city.

In a statement, Ministry of Finance today said that the meeting was attended by the Finance Secretary, the Secretary of the Financial Institutions Division, the Chairman of the National Board of Revenue (NBR) and 16 members of the NBR.

After detailed discussion, the following three issues were decided in the meeting:
(a) To withdraw the complete shutdown and March to NBR programme announced under the banner of the NBR Reform Unity Council;

(b) To reconsider the two recent transfer orders of officials issued by the National Board of Revenue;and

(c) On Tuesday, July 1, 2025 at 4 pm, a discussion meeting will be held with the leaders of the NBR Reform Unity Council, the Advisory Committee on Board of Revenue Reform and the members of the NBR on the amendment of the Revenue Policy and Revenue Management Ordinance, 2025 in light of the press release issued by the Ministry of Finance on May 25, 2025.

The government expects that through the discussion in the meeting to be held on July 1, 2025, it will be possible to make the necessary amendments to the Revenue Policy and Revenue Management Ordinance, 2025 by July 31, 2025 based on the opinions of all.

In the greater national interest, including keeping the country's business and trade, import and export, and public service activities running, the government has issued instructions to withdraw the complete shutdown programme and the March to NBR programme announced by the NBR Reform Unity Council and all the officers and employees of the National Board of Revenue to stay in their offices and concentrate on all activities.
