EC publishes draft of election code of conduct, seeks public opinion

DHAKA, June 30, 2025 (BSS)- The Election Commission (EC) today proposed the draft of the code of conduct for political parties and candidates for the 13th National Parliamentary Election, and sought citizens' opinion on it. 

The draft suggested that political parties and candidates will not use rexine cloth, polythene, plastic, or any other non-perishable and harmful materials to prepare the election pamphlets, leaflets, handbills, festoons, and banners.

Candidates will be able to conduct campaigns using social media. However, the account ID, email ID, and social media name of the candidate or his agent should be submitted to the returning officer, the draft proposed. 

The EC has sought citizens' opinions to finalize the draft. The EC's senior secretary has requested citizens to send their opinions by July 10 by email. 

The draft also proposed that affixing any leaflet, handbill or festoon on buildings, walls, trees, fences, electricity and telephone poles or any other standing objects will be prohibited. Leaflets, handbills, festoon cannot also be affixed on transports for election campaign, the draft said.  

It said, leaflets, banners or handbills made on any environment friendly materials can be hung on roads and open spaces.   

Candidates can use microphones and loudspeakers from 2 pm to 8 pm in election campaign. But their number should not be more than three. 

The draft code of conduct further proposed that the banners used in election campaigns should be black and white in color and its size should not be more than 10X4 feet. 

The size of the leaflets should not be more than A-4 size. A candidate cannot print or fix photo of any other persons or symbol except his/her own on the banners, leaflets, handbills, and festoons. 

It also stated that a rival candidate of a political party can only print banners, leaflets and festoons with the photo of his/her current party leader. 

The Election Commission (EC) has given final approval to the draft of the Code of Conduct on June 19 last. 

Election Commissioner Brigadier General (retd) Abul Fazal Sanaullah said some proposals of the code of conduct are related to the amendment of the Representation of the People Order (RPO) and the recommendations of the consensus commission. 

Therefore, the draft should be approved after incorporating the opinions of the political parties, he added. 

The EC published the notification on Sunday. The EC issued a notification seeking public opinion over the draft code uploaded on its website– www.ecs.gov.bd. 

The EC requested the people to send their well-considered opinions on the draft through email address ([email protected]) by July 10, 2025.
