HSRC recommends taking prior permission to arrest physicians, health workers

DHAKA, May 6, 2025 (BSS) – The Health Sector Reform Commission (HSRC) has recommended that health service providers including physicians cannot be arrested without prior permission of the concerned authorities.

“No physician and health service providers can be arrested without prior permission,” the commission said in its report submitted to Chief Adviser Professor Muhammad Yunus by its chief Professor AK Azad Khan on Monday.

The 12-member commission which was formed on November 12, 2024 has made 32 recommendations to be implemented in short and mid terms to ensure health security of the people.

It recommended that no physician, nurse, technologist and other health service providers can be arrested without prior permission of BMDC, BNMC, Bangladesh Pharmacy Council, Allied Health Professional Council, etc.

Legal action will only be taken after inquiry and decision of the concerned authorities. But it must be completed within 90 days after receiving the complaint.

The commission suggested forming a modern digital platform to receive complaints from the service receivers to ensure safety and security of the treatment providers.  

The legal and organization authorities of the BMDC, BNMC, Bangladesh Pharmacy Council and Allied Health Professional Council will be made effective.  

The commission also recommended forming a special unit under the authority of Bangladesh Police to ensure security for physicians and other health service providers in emergency situations.  The unit can be called medical police and be formed with trained police personnel.
