No deal on Russian asset loan for Ukraine, EU eyes alternative

BRUSSELS, Belgium, Dec 19, 2025 (BSS/AFP) - EU leaders failed to strike a deal Friday on using frozen Russian assets for a massive loan for Ukraine, but overnight talks continued on an alternative to keep Kyiv funded beyond this year, an EU official said.

"After lengthy discussions, it is clear that the reparations loans will require more work as leaders need more time to go through the details," said the official.

Leaders were now seeking to agree on an interim solution of borrowing money directly for Kyiv, backed by the bloc's common budget.
