Centralized recruitment for 13,599 admin posts in non-government institutions

DHAKA, Jan 28, 2026 (BSS) - The interim government has initiated a plan to centrally recruit candidates for over 13,500 administrative positions in  non-government educational institutions across the country to ensure transparency and accountability in the hiring process.
 
The Secondary and Higher Education Division of the Ministry of Education has granted administrative approval to recommend appointments for 13,599 vacant posts, including heads of institutions and assistant heads.
 
The ministry has also given final approval to a 'guideline policy' to be followed for recommending appointments to these positions.
 
A letter regarding this administrative approval was sent to the Chairman of the Non-Government Teachers Registration and Certification Authority (NTRCA) on Tuesday, instructing the authority to conduct necessary selection tests and manage recommendation activities.
 
Md. Mizanur Rahman, Additional Secretary (Secondary Wing) of the Secondary and Higher Education Division, confirmed the development to BSS today.
 
"This reform has been introduced to ensure transparency and accountability in the recruitment process for heads and assistant heads of the country's non-government educational institutions," Rahman said, adding that a circular regarding the recruitment method has already been issued.
 
He explained that the government, through the NTRCA, will now conduct selection tests and recommend candidates for these 13,500 administrative posts.
 
The Managing Committee or Governing Body of the institutions will only be responsible for issuing appointment letters to the recommended candidates.
 
Previously, the authority to recruit for these administrative posts rested with the respective institution's Managing Committee or Governing Body, a system that faced long-standing allegations of irregularities at the local level.
  
According to data from three directorates under the Education Ministry, the recruitment drive covers 13,599 vacancies. Of these, 10,278 posts are under the Directorate of Secondary and Higher Education, 3,131 under the Directorate of Madrasah Education, and 190 under the Directorate of Technical Education.
 
The specific posts to be filled include 599 Principals, 680 Vice-Principals, 4,427 Headmasters, 3,872 Assistant Headmasters, 1,019 Superintendents, and 1,044 Assistant Superintendents.
 
These vacancies span across graduate (pass) and higher secondary colleges, secondary and lower secondary schools, vocational institutes, and Madrasas (Kamil, Fazil, Alim, and Dakhil).
 
NTRCA Chairman (Additional Secretary) Md. Aminul Islam told BSS that the Ministry granted administrative permission on January 22 to recommend appointments for these posts.
 
"We will very soon begin the application process through the state-owned mobile operator Teletalk," Islam said.
 
 He added that a recruitment notification will be published in national daily newspapers prior to the application process.
  
According to the ministry circular, the NTRCA will conduct a separate examination for these administrative posts carrying a total of 100 marks. The distribution of marks includes 80 for the written/selection test, 12 for academic qualification certificates, and 8 for the viva voce.
  
Candidates must secure a minimum of 40 percent marks separately in both the written and viva examinations to pass. Based on the written test results, a maximum of three candidates per vacant post will be called for the viva voce.
 
The final merit list will be prepared based on the combined scores of the written test, viva voce, and academic qualifications. The NTRCA will recommend one candidate per post (1:1 ratio) based on the merit list and the candidate’s preference.
 
The circular mandates that the Managing Committee or Governing Body of the concerned educational institution must issue the appointment letter to the recommended candidate within one month of receiving the recommendation from the NTRCA.
 
Officials hope this initiative will fill long-standing vacancies, injecting new momentum into the administrative and academic activities of private educational institutions.
