Expenditure under HEAT project must be duly approved: KU VC

KHULNA, Mar 3, 2026 (BSS) – Vice-Chancellor of Khulna University (KU) Professor Dr Md Rezaul Karim today said all expenditures under the HEAT project must receive due approval and transparency must be ensured in all financial dealings.

He made the remarks while addressing the inaugural session of a two-day training programme titled “Financial Management Training for SPM Team” under the HEAT project of the University Grants Commission of Bangladesh at the URP Discipline lecture theatre of the university this afternoon.

The VC said the HEAT project is being implemented at universities to accelerate the country’s overall development through research. “The core objective of this project is to advance the nation through research initiatives,” he added.

He said the visible success of any project becomes a matter of pride for all concerned. Stressing proper implementation, he urged the authorities to strictly follow the operational manual and the government procurement policy.

“There is no scope to treat the project as a personal initiative. University financial rules must be followed, approval for every expenditure ensured, and transparency in spending maintained,” he said, also emphasizing the need to recruit skilled manpower.

The inaugural session was chaired by Project Director of the HEAT project Professor Dr Asaduzzaman. Chief Implementation Officer of the HEAT project AKM Mokhlesur Rahman and Director of IQAC of Khulna University Professor Dr Md Mostafizur Rahman spoke as special guests.

Earlier, Convener of UATFS at Khulna University Professor Dr Kazi Saiful Islam delivered the welcome address, while Additional Director of IQAC Professor Dr Md Wasiul Islam moderated the programme.

Following the opening session, Senior Financial Management Specialist of the HEAT project Md Monsuruzzaman Khan conducted a detailed discussion on project budget preparation, expenditure management, financial reporting, and audit issues.

Members of the SPM teams from Khulna University, Khulna University of Engineering & Technology, and Jashore University of Science and Technology are taking part in the two-day training programme.
