Govt sends ADC Golam Saklayen into compulsory retirement

DHAKA, June 18, 2026 (BSS) - The government has sent former Additional Deputy Commissioner (DB) of Dhaka Metropolitan Police and current Additional Superintendent of Police at the Jhenaidah In-Service Training Centre, Md. Golam Saklayen, into compulsory retirement.

The decision was issued in a notification by the Discipline-2 Branch of the Ministry of Home Affairs today. 

According to the notification, while serving in Dhaka, Golam Saklayen was found to have developed an "unethical close relationship" with film actress Pori Moni beyond his official duties, despite being married and a father.

It said the officer's alleged extramarital relationship, including spending time with the actress at his official residence and celebrating birthdays together in the absence of his wife, was reported in various media outlets, which damaged the image of the government service.

Following the allegations, a departmental case was initiated against him on February 20, 2023, under Rule 3(b) of the Government Servants (Discipline and Appeal) Rules, 2018, on charges of misconduct. He submitted a written reply on March 19, 2023, and requested a personal hearing.

The investigation officer later found the misconduct charge to be proved. A second show-cause notice was then issued on February 8, 2024 under Rule 7(9) of the same rules. He submitted his response on March 10, 2024.

After reviewing the investigation report, his replies, and the overall circumstances, the authorities concluded that the charge of misconduct was established and decided to impose a major penalty of compulsory retirement under Rule 4(3)(b).

The proposal was sent to the Bangladesh Public Service Commission (BPSC) for its opinion under relevant regulations. The commission later recommended that the penalty of compulsory retirement could be applied.

Following the BPSC's advice, the President, acting as the appointing authority, approved the penalty on June 17 under Rule 4(6) of the Government Servants (Discipline and Appeal) Rules, 2018.
