BPPA starts field-level consultations on PPR revision

DHAKA, Aug 7, 2025 (BSS) - As part of the process for a series of consultations with the stakeholders on the revision of Public Procurement Rules, 2008, the Bangladesh Public Procurement Authority (BPPA) has started field-level consultations.

Two such consultations were organized today by BPPA in Rangpur district Sadar and Saidpur upazilas. Md. Kamal Uddin, Secretary, Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning, attended the workshops as the chief guest. 

Chief Executive Officer (Additional Secretary) of the BPPA, S.M. Moin Uddin Ahmed, spoke as the special guest. Consultations in three more districts and three more hospitals have also been planned, said a press release.

In the workshop in Rangpur held at the conference room of the Office of the Deputy Commissioner with DC Muhammad Rabiul Faisal in the chair, Md Ashraful Islam, Additional Divisional Commissioner (Revenue), attended as the special guest.

While speaking at the workshop, IMED secretary said that the PPA, 2006 has been amended and in line with this, revision of PPR, 2008 is required. 

"For this, we're working on it and consulting with all stakeholders. As part of this, we're arranging field-level consultation workshops to receive feedbacks and recommendations from the grassroots level," he added. 

Welcoming participants, BPPA CEO said that BPPA is organizing workshops to share the proposals on revision of PPR, 2008 to receive opinions on those. 
Giving reference to the proposals, he said too many amendments have been proposed that it would be better to formulate PPR, 2025 afresh with approval from the adviser. 

Highlighting the PPA, 2006 (Amendment), he said that e-GP has already been made mandatory and those who want to conduct manual procurement for a limited period would have to seek approval from the BPPA. 

Shah Eyamin-Ul Islam, Director (Deputy Secretary), BPPA, made a presentation on proposal of amendment to PPR, 2008 while Muhammad Hafizur Rahaman, senior programmer, BPPA, gave a presentation on e-GP.
Representatives from different procuring entities, tenderers, bankers, civil society members attended the workshop. Bangladesh Center for Communication Programs (BCCP) managed the workshops.

The BPPA has consulted on PPR revision with technical working group (TWG), selected public sector organizations (SPSOs), national procurement trainers and representatives from different ministries. 

More are planned with tenderers and women entrepreneurs. BPPA is firm on making the revision process inclusive and comprehensive in two months. 

The Public Procurement (Amendment) Ordinance 2025 was published on May 4, 2025.
