Customs not only collects revenue but also ensures business security: NBR Member

RAJSHAHI, Jan 26, 2026 (BSS)- Member of the National Board of Revenue (NBR) 
Lutful Azim said that customs does not merely collect revenue it performs a 
wide range of diverse functions.

Alongside collecting duties, customs ensures the security of traders, 
facilitates diversification in import and export, prevents smuggling and 
money laundering, discourages illegal import and export of goods, and at the 
same time controls narcotics to protect public health and the environment.

He made these remarks while addressing a seminar organised by the Rajshahi 
Customs, Excise and VAT Commissionerate on the occasion of International 
Customs Day 2026 at Zilla Parishad Auditorium here today as the chief guest.

Main theme of the day this year was: "Customs for the Protection of the 
Country through Vigilant Watch and Firm Commitment".

Lutful Azim said that more transparency is essential to reduce more 
corruption in the country and the better services that people will receive.

For ensuring quality service, there is no alternative to modernization and a 
one-stop service.

"We are still working with paper. It is urgent to make services paperless and 
faceless as soon as possible," he said.

The NBR has undertaken several modernization projects. At present, returns 
can be submitted online, and VAT refunds will also be provided through online 
systems. Traders will no longer need to bring refund vouchers to offices; the 
money will be transferred automatically to their bank accounts.

The NBR member further said, "Due to the current foreign currency shortage, 
importing everything is not desirable. Priority should be given to importing 
raw materials and machinery for domestic industries. This would help create 
employment and benefit the country. At the same time, he discouraged traders 
from importing consumer goods."

He also said that the difference between assessed value and actual import 
value in customs valuation needs to be addressed; otherwise, genuine traders 
will suffer and people will be encouraged toward smuggling. If traders and 
government officials work together, the country will move toward becoming 
truly independent and sovereign, he continued. 
He assured that the issues raised at the event would be discussed with higher 
authorities for resolution.

The keynote paper at the seminar was presented by Md. Shafayet Hossain, joint 
commissioner of the Rajshahi Customs, Excise and VAT Commissionerate.

With Commissioner of Rajshahi Customs, Excise and VAT Commissionerate 
Mahbubur Rahman in the chair, the meeting was addressed, among others, by Tax 
Commissioner of the Rajshahi Tax Zone Special guests included Biplob Klanti 
Das, Sector Commander of Border Guard Bangladesh (BGB) Colonel Syed Kamal 
Hossain and Superintendent of Police Mohammad Naimul Hasan.

Officials and employees from government and private organisations, traders, 
distinguished citizens, and media personnel were also present on the 
occasion.
