Govt implementing various measures to reduce disaster losses, damages: Minister

SANGSAD BHABAN, June 23, 2026 (BSS) - Disaster Management and Relief Minister 
Asadul Habib Dulu today informed Parliament that the government has been 
undertaking and implementing a range of initiatives to reduce losses and 
damages caused by cyclones, excessive rainfall, floods and river erosion, 
strengthen early warning systems, ensure rapid assistance to affected people 
and provide safe shelter during disasters.

The minister disclosed the information while responding to a written question 
tabled by ruling party lawmaker Md Fazle Houda (Naogaon-3) in the Jatiya 
Sangsad (JS).

He said that a multidimensional early warning system, digital forecasting 
technologies, the Cyclone Preparedness Programme (CPP), flood forecasting and 
warning systems, community-based warning activities and risk-based advance 
actions have been expanded to minimize disaster-related losses.

"In addition, early warning messages are being disseminated to the public 
through Interactive Voice Response (IVR) services, mobile-based messaging 
systems and local administrative channels," he added.

With Speaker Hafiz Uddin Ahmad, Bir Bikram, in the chair, the minister said 
that following disasters, affected families receive relief and rehabilitation 
assistance, including General Relief (GR) food and cash support, corrugated 
iron sheets, winter clothing, dry food, housing construction and repair 
assistance, child nutrition support, livestock feed and other humanitarian 
aid. 

"Special allocations are also provided to disaster-hit areas when necessary," 
he said.

Regarding shelter facilities, Dulu said that under the Multipurpose Shelter 
Construction Project in coastal and cyclone-prone areas, a total of 327 
cyclone shelters have been constructed so far. The government plans to build 
another 90 multipurpose cyclone shelters over the next three years.

He also informed the House that rural roads, bridges and culverts are being 
constructed and disaster-resilient infrastructure development activities are 
being implemented to ensure safe communication during emergencies.

Furthermore, regular training and capacity-building programmes are being 
conducted for disaster management committees, CPP volunteers, local public 
representatives and other relevant stakeholders to enhance disaster 
preparedness and response capabilities, the minister added.
