SANGSAD BHABAN, April 29, 2026 (BSS) - The number of environment friendly “green” garment factories in Bangladesh has increased remarkably over the years, reflecting the country’s growing commitment to sustainable industrial development.

“It is true that the number of environment friendly green garment factories in the country has increased significantly,” said Environment, Forest and Climate Change Minister Abdul Awal Mintoo while replying to a scripted question from ruling party lawmaker Mohammad Enamul Haque (Chattogram-12) in the House today.

He said that the Ministry of Industries is actively working in this sector.

Regarding further expansion, the minister explained that under the Environmental Conservation Rules, 2023, garment factories engaged only in cutting and sewing are not required to obtain environmental clearance. 

He noted that although garment and sweater manufacturing industries were previously categorized under the Orange-B class in the Environmental Conservation Rules, 1997, they were exempted from environmental clearance requirements through an SRO issued on October 1, 2007. 
This exemption has continued under the 2023 rules.

However, the minister emphasized that factories involved in washing, dyeing, printing, and finishing operations must obtain environmental clearance.

“In such cases, no industrial unit is granted environmental clearance without installing and effectively operating Effluent Treatment Plants (ETPs),” he stated.

Highlighting the government’s environmental priorities, he added that initiatives are being taken to implement Zero Liquid Discharge (ZLD) systems in industries to prevent pollution and reduce groundwater extraction.

“By ensuring proper environmental management practices, including ETP and ZLD implementation, the number of green factories in the country will continue to grow,” the minister said.

The development underscores Bangladesh’s global recognition as a leader in sustainable garment manufacturing, contributing both to environmental protection and the country’s economic growth.
