JS passes BSEC (Amendment), Bill, 2026

SANGSAD BHABAN, April 30, 2026 (BSS) – The Jatiya Sangsad today passed the Bangladesh Securities and Exchange Commission (Amendment) Bill, 2026 seeking abolition of the existing maximum age limit of 65 years for appointing the chairman and commissioners of the Bangladesh Securities and Exchange Commission (BSEC).

Finance Minister Amir Khosru Mahmud Chowdhury moved the bill, which was passed later by voice votes at the Jatiya Sangsad with Deputy Speaker Barrister Kayser Kamal in the chair.

Before passing of the bill, independent lawmaker Rumeen Farhana of Brahmanbaria-2 and opposition Bangladesh Jamaat-e-Islami lawmaker Shahjahan Chowdhury of Chattogram-15 urged the government to further review the bill based on public opinion.

Regarding the enactment of the law, Finance Minister Amir Khosru Mahmud Chowdhury said the BSEC needs to reshuffle by ensuring transparency, accountability and security of the share holders.

He assured the house that enactment of the law will bring stability in the share market and any incident of looting will not take place during the BNP government tenure.

Placing the bill before the House on Tuesday, the finance minister recommended that they be sent to a special parliamentary committee for scrutiny, with a report to be submitted within one day.

In the statement of objectives and reasons, the minister said the proposed amendment to the Securities and Exchange Commission law is aimed at making it more suitable for present circumstances by allowing the appointment of experienced, skilled and knowledgeable individuals to its top positions.

He argued that removing this restriction is necessary in the public interest to strengthen decision-making process in the sector.

Earlier, on April 23, the cabinet approved the draft amendments of the law.
