
DHAKA, June 22, 2026 (BSS) - State Minister for Primary and Mass Education Bobby Hajjaj today said that after 2028, no untrained teacher will be allowed to teach in any primary school classroom in the country.
He said, “Every primary school classroom will have trained teachers by 2028. This policy will apply to all government, private, kindergarten and English-medium educational institutions.”
The state minister made the remarks as the chief guest at a national dialogue on the Early Childhood Development Policy.
Independent University, Bangladesh (IUB) and the Bangladesh ECD Network jointly organised the event at the Multipurpose Hall of IUB in the city.
Referring to teacher training, Bobby Hajjaj said, “Genuine development in education is not possible solely through infrastructure construction; rather, it requires skilled teachers, a modernised curriculum and a joyful learning environment for children.”
Bobby Hajjaj added that children must remain at the centre of the education system. He said education should be ensured in such a way that learning becomes a source of joy rather than a burden for students.
He informed that the government is working to complete the curriculum restructuring process within the next year.
“The NCTB (National Curriculum and Textbook Board) has been kept free from undue influence and given the opportunity to work professionally and independently,” he said.
Bobby Hajjaj further said improving the quality of education is impossible without improving the quality of life of teachers. “If a teacher cannot lead a financially, socially and professionally respectable life, the desired transformation of the education system will never be achieved,” he said.
Regarding the conversion of government primary schools into single-shift schools, he said, “Due to the double-shift system, students often do not get adequate time and attention.
A plan has been adopted to gradually convert all government primary schools across the country into single-shift schools.”
IUB Vice-Chancellor Professor M. Tamim chaired the event, while Director General of the National Academy for Primary Education (NAPE) Farid Ahmed, Chairman of the IUB Board of Trustees Didar A.
Hossain, representatives from various government and private organisations, and media professionals participated in the event.
